SUBJECT: Supplier Diversity Update for Fiscal Year 2023
The purpose of this L TC is to provide an update to the Mayor and City Commission on the
database and usage of LGBT-certified firms, as certified by the National LGBT Chamber
of Commerce, and small business enterprises (SBE) and disadvantaged business
enterprises (DBE) firms, as certified by Miami-Dade County, pursuant to Resolutions 2020-
31342 and 2020-31519.
On July 29, 2020, the City Commission adopted Resolution 2020-31342, directing the
Administration to establish a registry and database of LGBT-owned businesses certified by
the National LGBT Chamber of Commerce (NGLCC).
On December 9, 2020, the City Commission adopted Resolution 2020-31519, directing the
Administration to establish a registry and database for small and disadvantaged
businesses as certified by Miami-Dade County in the following categories:
•SBE -Architectural & Engineering. A gender and race-neutral certification
program specifically for firms that are defined as architectural and engineering
companies.
•SBE -Construction. A gender and race-neutral certification program specifically
for firms that are defined as construction companies. This category also includes
trades, e.g., electrical, painting, plumbing, etc.).
•SBE -Goods and Services. A gender and race-neutral certification program
specifically for firms that supply goods and services other than construction,
architectural, or engineering services.
•DBE -Disadvantaged Business Enterprise. A certification program for
federally-funded projects that promotes participation in transportation contracts by
small, socially, and economically disadvantaged businesses.
As previously reported, the database was implemented in June 2021. Since then, staff has
continued to work with the information provided by NGLCC and Miami-Dade County on a
quarterly basis to identify certified businesses and have those businesses added to the
City's databases. Table 1 indicates the firms registered by Miami-Dade County and NGLCC
that have been added to the database through September 30, 2023. Table 2 indicates the
City's total spend, by certification category, with the certified firms. Table 3 indicates the
project-specific contract awards, typically for construction projects, to the certified firms.
Table 4 includes awards for ongoing contracts accessed by departments on an as-needed
basis.

Table 1 indicates the total number of firms certified by NGLCC and Miami-Dade County
registered with the City through September 30, 2023. Table 1 does not represent all firms
certified by NGLCC or Miami-Dade County, only those firms that have elected to register
with the City to date.

Table 2 indicates the City's spend with the certified firms by certification type for fiscal year
2023. It is important to note that a single firm may be certified in multiple categories. For
example, a firm may be certified as both an LGBT and an SBE business. Therefore, it is not
accurate to tally the fields in Table 3 as duplication may occur. Nonetheless, the total
unduplicated spend with the certified firms is $22,655,350.04.

'Th e am ounts listed are only estimates for the entire award as noted in the City Commission mem oran dum for each contract award. All of these awards include
awards to certified and non-certified firms. It is not possible to determine at this time the distribution of expen ditures across all awarded firms as this is
dependent on City needs and departmental ordering patterns. Actual expenditures to certified firms will be reported in future updates as part of Table 2.
Finally, in addition to the registration and tracking of small, disadvantaged, and LGBT-owned
firms reported in the tables above, staff continues to collaborate with other local agencies to
share resources and information and provide training opportunities that may be beneficial to
the firms. Staff also participates in many local events to promote the inclusion of small firms in
procurement activities, including but not limited to Celebrate Black Business Month, Small
Business Cybersecurity and Resilience Best Practices, City of Miramar Consultant Fair,
Southeast Florida NIGP Reverse Trade Show, City of Miami Industry Day, the City of Miami
Pathways to Public Procurement Summit, and the Miami-Dade County 2023 Procurement
Expo.
