Hudak, City Manage\-0 ri � November 22, 2023 � 1 !'-DATE: SUBJECT: Urge Miami Beach Festival Special Event Permit Update The purpose of this Letter to the Commission ("L TC") is to provide an update on the Urge Miami Beach Festival produced by Urge Miami, LLC in Miami Beach, taking place the weekend of November 25 through 26, 2023. This event was permitted via Special Event Permit SPE0823-1424. This event has previously taken place for decades in the same footprint, including activations as recent as 2019 an d 2022. Due to the COVID pandemic, the event did not take place in 2020 or 2021. Considering the previous concerns shared by the community regarding activations in the Lummus Park Beachfront area north of 13th Street, staff previously worked with the event organizers to move the event footprint to the Collins Park Beachfront. The relocation was initially agreed to by the event organizers, however ultimately on October 18, 2023, the Mayor and City Commission unanimously approved a resolution to waive the city's special event guidelines specifically for the Urge Miami Festival, and allow it to return to its original location. This event taking place in Lummus Park Beachfront was reviewed during the October 19, 2023 Special Event Community Review meeting. Subsequent to the approval and distribution of the permit, staff was made aware of a promoted activation proposed to take place on Saturday, November 25, 2023, using the approved Urge footprint. Although the event producer has stated to staff that the Saturday activation is part of the Urge Festival, the event producer did not disclose the partners and promoters in the perm it process. Therefore, staff was not able to properly vet the Saturday activation of the festival. Based on the previously mentioned points, the City has revised Special Event Permit SPE0823-1424 to revoke permission for all beachfront activations between 13th and 14th Street taking place on Saturday, November 25, 2023. Staff provided the event producer a revised Special Event Permit, allowing for the long-standing beachfront event to take place on Sunday, November 26, 2023.
